1. Overview of Automatic Disaster Verbal Notification System

This system is designed to minimize human life and profit losses by establishing quick prevention system with notifying disaster condition to places requiring emergency disaster condition notification, such as disaster occurring region and region under effects, through automatic disaster verbal notification system.

It automatically notifies disaster condition and evacuation instruction to residents through all available communication devices, including wired telephone, cellular phone, amplifier, etc. and enables protecting residents by responding disasters actively with operating 24 hours disaster condition report system.

It automatically notifies disaster condition and emergency working hours to emergency staff at each city/district/ward and related public office through wired telephone and cellular phone in real time to enable quick emergency working and correspondence to disasters.


2. Characteristics

It displays real time rainfall on the screen by supplementing self rainfall measurement and examination features to existing systems, and differentiated from existing systems providing only simple notification by adding automatic notification feature, which is automatically executed when the condition reaches certain level of danger.

Since it notifies through not only telephone and amplifier, but also SMS service, it delivers notifications more accurately. Automatic disaster notification detects whether broadcasting materials are properly delivered to speakers and notify it to the system to make notification more certain.

When notification is made through amplifiers, it displays real time broadcasting condition (on broadcasting, broadcasting completed, unable to broadcast) by regions on main screen to make the operation more convenient.

It is designed to minimize human and profit losses from disasters by installing receiving terminal built-in amplifier and speaker at regions unable to prevent disasters among disaster expected regions.

It is equipped with remote management program, which enables to operate the system remotely, to make the operation more convenient.

Voice Board, the Core Part in Operation :
Obtained domestic New Technology Mark (NT). Each line of patented voice board for the first time in domestic (NO.0305664) performs features independently.

RRU is Connected : Internally developed RRU directly measures and examine level of danger and notifies the result.

Notification Equipment Unified Amplifier : Developed unified amplifier, which added additional automatic notification equipment to general amplifier (refer to appended material)

Recognition of Notification Success : Developed feature that automatic notification system recognizes whether broadcasting was made successfully (refer to appended material)


Outer Installed Amplifier and Speaker : Manufacture case and pole to install power supply part at outside.

4. System Feature

Measure and Notify Rainfall Amount

Receives data from rainfall measuring equipment and displays on the screen. If it reaches certain level of danger, it notifies to the person in charge.

Forecast and Notify Disaster

Record cautions related to disaster and region with many disasters often and notify it to residents.

SMS Service

After performing emergency notification, send SMS to residents who were on phone or didn¡¯t answer through mobile communication devices.  Get everyone prepared for the disaster.

Amplifier Operation CHECK

Check proper operation and condition of amplifier to confirm whether the notification was properly broadcasted through speaker (volume level, external broadcasting terminal on/off, etc.)
The check result is sent to the system to enable detailed statistics

DATABASE Management

Input all information related to the person in charge of each organization, kinds of disaster, resident and related organization in database to make input, correction and deletion in the future more convenient.

Record Disaster Report

All residents can report any dangerous condition related to disaster 24 hours a day.
Related officials listen to the recorded report and call the resident to explain instructions related to the expected disaster for preventing residents from danger.
All information reported and received are inputted in database and saved in the system.

Establish Emergency Network

Establish emergency network, which automatically notifies the person in charge and related organizations when disaster or emergency condition occur.

DATABASE management

Input information related to all people in charge at all organizations, disaster kind, resident and related organizations in database to make input, correction and deletion in the future more convenient.

Search, Statistic and Printer

Results of automatically notified and broadcasted materials may be searched or analyzed according to user¡¯s search condition. It can also be printed out for reporting to people in higher rank.

SMS : Short Message Service
This means ¡°short letter message transmission service¡± among mobile phone users.
Establish accurate notification system by transmitting mobile phone letter message to people who didn¡¯t get the notification after operating telephone notification.
TTS
TTS : Text To Speech
TTS analyzes grammatical structure of sentences, which are any text data verbally read, and apply appropriate rhythmical information including accent/pause, and provides natural and clear verbal outputs just like human voice.
Program expressing text verbally

Characteristics

Provides natural sound quality : Provides intelligent high quality voice, which can apply all rhythmical information, including accent and pause, and understand composite sound and context clearly.

Real Time TTS: Since it compose voices in real time when request form user is received, it provides voices by composing rapidly changing information and unrecordable high capacity data, which used to be unable with existing voice recording and playing technologies.

Intelligent Voice: It provides most suitable composite sound by intelligently analyzing special characters, date, time, number, ordinal and other symbols to be suitable for context as well as handling context containing Chinese or English letters

Quick Composition Speed: High composition speed allows you to handle high capacity system without any problem. As system capacity gets better, composition speed gets quicker.
